Missouri is a Winner-take-all State meaning we Must win the Popular vote so we get all the Delegates and their votes in the GOP National Covention. To win the Popular vote our job will be to get boots on the ground in every precinct and township to get voters registered and ask for their vote for Ron Paul in the Primary as well as the General Election.

My name is Jacob Luetkemeyer, and I am the Missouri State Chairman for the Ron Paul Friends USA grassroots group. We only have a short time to accomplish this huge task, so let's get to work. Here is a break down of how this system works:

“The Power of Eights in 2008”

• National Director organizes Territories of 6-8 States each (currently it worked best with only 7) and recruits Territory Directors.

• Territory Directors recruit and train 6-8 State Chairmen (by Sept 1)

• State Chairman creates 8 Divisions politically or geographically and recruits Chairmen (by Sept 15)

• Division Chairmen create 8 Districts (state senatorial or congressional) (by Oct 1)

• District Chairmen carve out 8 Areas within their District (8-12 precincts) (by Oct 15)

• Area Chairmen recruit 8-12 Precinct Chairmen (by Nov 1)

• Precinct Chairmen divide the precinct into 6-8 logical Neighborhoods (by Nov 15)

• Neighborhood Chairmen recruit several Block Captains. (Some parts of Texas, in particular, Harris County, are already organized down to the precinct level.) (By Dec 15)

At propitious times, everybody knocks on doors, recruits at coffee, lunch, meetings…wherever you go daily. My personal daily goal is to recruit or convert a minimum of 3-5 for Ron Paul’s effort while I go about my daily chores. Some I recruit for “leadership” in the network; others just want materials and bumper stickers. I have not failed many days. If we have growing multitudes with this simple goal, we will not only grow “organizationally” in the matrix, but numerically all over the states and nation.

Our Plan is bite-sized for everyone. No one has to try to swallow the entire elephant. It is working well across the country so far and we expect continued progress and success down the line.

We are not interested in “control” “authority” or “glory” in any way, shape or form. We don’t even seek a “public image” unless it is forced upon us. We live daily in the grass roots trenches. Our only efforts at control are to preserve the integrity of the Plan so everyone is not out re-inventing the system, causing confusion and working at cross purposes. There is a great deal of flexibility at local areas depending on particular needs.

[edit] Breakdown of Responsibilities

I have already broken down the state into 8 divisions. I'm currently looking for Division Chairmen.

I have already broken down each division by allocating counties to each division.

Duties of Division Chairman will be to find chairmen for each county in their division, District Chairmen.

District Chairman (County Chairman) will be responsible for finding out how many precincts are in their county, and finding Area Chairman for each precinct.

Each Area Chairman will be responsible for breaking down their precincts into smaller areas ( approximately 8 areas) and recruiting a leader for each of those areas. These leaders will be Precinct Chairmen.

• Precinct Chairmen divide the precinct into 6-8 logical Neighborhoods and recruit leaders for those neighborhoods.

• Neighborhood Chairmen recruit several Block Captains.

At this point, the Block Captains will be able to focus on a small area. They can then gain support in their neighborhood through the traditional grassroot style campaigning. Knocking on doors, getting others to support Ron Paul by spreading his message, placing yard signs in the yards of those supporters to show the rest of the neighborhood how much support Ron Paul is receiving, etc. This also makes it easier for people to ask questions since they have a neighbor who is knowledgeable on the subject.

This is a basic outline. We all need to work together to spread the message and I believe this system will have the greatest impact on getting strong support in the quickest amount of time.

This is county level action... This is where we win or lose... Remember to get out and get working!
